The communication of Tallinn as the European Capital of Culture expressed the hidden richness and diversity of the city’s culture. This line of reasoning resulted in the visual concept “hiding under the surface”, in which a half-sunken number of the year in a sea of meanings symbolised the undiscovered cultural treasures hidden in the deep.
