The goal of the Year of Art project, launched by the Ministry of Culture, was to broaden the general engagement with arts in society. Urmas Paet, the Minister of Culture, formulated the idea behind the Year of Art as follows: “Art should be brought into offices, public buildings and urban spaces to enhance our living environment. Estonian artists have created diverse and exciting works, which should be brought out from the galleries into our surrounding environment to increase their visibility and make people interested in art.” The background of the main motif, a paint palette, could be varied, depending on context. The emphasis was on keen social awareness – good art is like a litmus paper for society, not merely a posh gimmick.
